Put hand over backside of carb and crank it youll feel it. If you do feel it,Shut off gas drain carb. Take a little gas/oil(bout 1/3-1/2 cup) and pour it on air filter open throtle all the way open and start if it starts and revs up shut off and remove carb as you will be taking it apart, very easy. Need help ask.

Would happens if the crankcase seal are leaking by, can this cause it not to have vacuum to pull the fuel in the cyclinder?

if you have a bad crankseal it will suck oil from tranny side and rev to the moon from flywheel side.
