  1. Just a heads up on something that has got me in the past on these.....Make sure the kill switch up on the left handlebar in ON as it seems like it kills the start circuit on this model also. If you are getting a click when you hit the start switch then this probably isn't the problem though. The clicking is the solenoid engaging but if it has a bad contact inside of it, it may not be sending voltage/current on to the starter. If not then the solenoid itself, or the connections at the solenoid or starter are bad. 

  2. Spock58 is correct. Pulse fuel pumps aren't capable of producing too mush pressure. You most likely have some debris between the float needle and seat is the carb. or the float needle is out of place, or the float or needle are sticking or stuck for some reason. A quick inspection  and cleaning will probably solve the problem. You can retest it like Spock58 says before reinstalling it as well to see if you have the problem resolved. make sure the float bowl gets completely full and fuel and the tube is staying full also. A small auxillary fuel tank might be helpful here as well.
