If the ignition is on wouldn't the dash lights be on? Nothing lights up

the ignition is off so the starter button should have no power to it

I have a 1997 Honda 300 4 trx that won't start. Have changed starter and cylinoid but can't hook up the battery. With the key off, hook up the battery, the starter engages. What do I do now?
