I would check all your charging system connections first. make sure they are making good connections. With the voltage that low i would say its the stator but it may be that both of them regulators are bad. I had one that past every test i could find to do on it. one test was just barely out of spec and it ran terrible. if you do test on the regulator, follow then exactly. its easy to get that one wrong.

What's it sound like when it fires? Does it backfire from the exhaust? PO through the carb? The pin or dimple on the cam locates the cam shaft and the timing mark should look like the pic. With the timing lined up mark at the "T" Mark. Did you check the compression with a compression tester? What was the reading?

Yeah the voltage regulator, and the cdi is different I'd you have any skills in wiring and can read a diagram it can be done.

They are for accessory lights.
Electronic fuel injection conversion
in General ATV Discussion
Posted
I have been working on a couple projects that require electronic fuel injection conversion. I would like to know how much interest there would be in aftermarket EFI conversions. There are huge benefits to converting carbureted machines to EFI. I have found a few systems but they can be quite expensive and difficult to install. Hopefully that is about to change. So if anyone is interested or has experience with EFI conversions, I would like to hear about it.
Thank you
