Thank you. That helped a lot. I googled it a bit and saw that there may be a drain hole somewhere that is supposed to automatically allow the stator to drain any water out. Is that the case with this engine or do I need to pull it apart?

That appears to be it. I found the engine for sale online and when looking at the pictures, it does appear to be one of these things. But what is inside this area? I am certain I need to clean it, as it's been rained in and stuff, as someone glued a quarter onto the area and it got rain in that area. Thank you so much for finding this piece for me.

I just got ahold of this ATV that has been sitting for a couple years. I was in the process of replacing the two front tires and noticed a US quarter had been glued over a hole. I don't know a lot about engines, so I was hoping someone could help me find out what this chamber is for, how to purge whatever is inside, and what kind of bolt I need to replace it. The oil stick and drain plug are on the other side of the engine. I have circled the area in question on the attached image. This is a TaoTao Boulder B1 with a 110cc engine.
