i have a 2004 400 and the fuel drain over flows. I was told that the jets are clogged ive cleaned the carb, and it was spotless, blew it out anyways and it still flows

ive have a 400 and the fuel drain is overflowing, ive been told that the jets were clogged? Ive cleaned the carb and it still flows nice and steady? help?!
