Larger O-ring in carburetor kit for 1995 250cc quadrunner

I recently bought a carb kit for my ATV and after putting all components into carb, I am left with an O-ring about 3/8 inch inside diameter.  I did not remove any old o-ring so I do not know the location of the new one.  Does anyone know of the proper location of this O-ring?

Choke cable into the carb body maybe?  It's been a WHILE since I had one of those carbs apart so I can't remember.

It fits in there OK.  I am sure I did not take one out of there.  Perhaps the person who has been in this carburetor before me left it out?
