the hand book talks about float bowl drain is it the pipe wth a philips head screw held up by a clip

Hi every one new to this forum i have a problem with starting it idles ok but as soon as you open the throttle it dies i do not have a manual yet only hand book can anybody help it has been running fine up and till know Graduc
