Eton Low Compression 90cc Thunder 2001

I have an Eton Thunder 90CC Compression test is 45psi. I have done the following:

1. New Top End

2.New Crank Seals R&L

3.New Air Box And filter.

4. Leak down test ( Found Reed valve gasket Leaking repaired leak.)

5 cleaned carb.

Still at 45 PSI any help to help diagnosis would be appreciated.
