I leaned out the needle jet or jet needle (it’s gotta be your bull)one notch. item number 6 move item number 5 up one notch. Add spark, get the medicine just right and call me in the morning

Not sure on that. Have you tried searching the inter webs for the .pdf of that years manual?

Did you try adjusting the carb? Is it a 4 stroke or a two?

I know this is a 6yo post but did you figure this out. To me this is still relevant as i am having the same issue
