Dry, black, soot-like deposits. Caused by rich running. Check carb mixture settings, float level, choke operation, air filter..... How many carbs have you done??

Was leaning towards battery but I read the post, check the connections, and I have a question for you, does it click when you try to start it while on a charger?? I'm thinking no it does not.

"The fuel seams to seap out with the machine not running ,it comes out through the vent hole on the airbox side of the carb and is fine when it is running .Does seam to be running lean maybe float to tight".

Ok, here is what I see, you do not leak gas when running cause the quad is using the gas, it over fills when not running cause you are not using the gas for the motor...end result, check the float, it is sticking allowing gas to build up and overflow.
