You may also want to check the valve adjustment if your comfortable doing that. 

If you want to remove the rust from your tank you can use Metal Restore or apple cider vinegar. fill the tank completely full and leave it set for several days to dissolve the rust. then flush it out with water then use an air hose to blow out the remaining water then fill it full with fresh fuel. If your not going to use it for a bit pour some motor oil in it and shake it to coat the inside of the tank.

Have you checked the fuel pump relay to see if it is sending power to the fuel pump?

try unplugging the voltage rectifier/ regulator and see if you get power anywhere

are you getting power to the key switch?

The fuel pump is located in front of the fuel tank towards the front of the machine on the upper frame rail. Do you need the service manual?

Have you checked the valve lash adjustment? If the valves are out of adjustment and not closing all the way you will have that problem.

Check the systems 20A main fuse located on the starter relay if that's blown you won't have power anywhere in the system.

Have you set the float to the correct level according to the service manual? If the float is set to high you will get similar issues. Shindy makes rebuild kits that have stock jets.
