Title Research - Is there a way to find out where an ATV was registerd?

I have inherited an ATV and I think it was purchased in  KY, but I am in WI.  Is there a way to do an online search using the VIN or what have you to try and find the last registered owner so that I might try to get the title?

I have not found one that is free, there are many that will tell you complete history if you pay them, I personally have not done that.

After posting this I found another page listing a number of site.  I had tried them all including cyclevin.  I found the best free information at https://www.faxvin.com/vin-check/atv as it actually specified the city of manufacture and not just the United States.
