Most likely the frame rate of the camera is that of the rotors on the 'copter....

Notice that you still hear the "chop" of the blades in the video......that is if the video hasn't been doctored.

Also notice the rate of the tail rotor.....I'll hazard a guess that the rate of the main rotor and that of the tail rotor are different, hence why you see the tail rotor spinning, but at a much slower rate than what you would "see" with your eyes, and not a video camera.

Just some thoughts from someone who likes to stare at walls in the dark ;)
