1992 Kawasaki Bayou 220- blowing fuses

I have a 1992 Kawasaki Bayou, and every time I try to replace the fuse on the starter relay, it blows immediately. I have replaced the battery, and have exhausted all of my ideas. Any help is greatly appreciated!

If you disconnect the starter, does it blow? Something is shorted out.

Yes, it does. I am not sure where the issue is. All of the wires seen in good condition.

Its gonna be a bugger to find, but you have a bare wire touching metal somewhere in the mist, slow and steady and you should find it.
