It sounds like the cable isn't pulling far enough to move the plunger and open the hole in the bottom of the brass seat. Loosen the locknut on the cable, back out the center cable adjustment while slightly pulling the choke until you can feel it gain a bit of loose movement when you release. Fine tune from there. If it seems like the choke is on all the time you went to far. Basically when you reassemble the choke you should have (some) spring pressure but just enough that the threads almost start on the brass seat. Hope that helps. If you need photos message me.
