1988 Suzuki Quadrunner 250 LT4WD - No Fire

I have rebuild this motor and carb, and it still will not fire. I'll put new rings and piston, spin the vales (i don't have lapping compound), and re timed it. I tried blowing into the gas tank, to see if the pump was bad. It has a fat blue spark. I'll tried turning the needle vale 2-4 turns to let more gas in but then the plug only got wet, after that i tried a new plug. For some stupid reason this quad has a 90's series carb. The book i have said at top dead center the rocker arms should have free play, when i tried that only the ex had free play. I need help i don't know what else to do!

I got it to fire, the intake vale was adjusted to far in.

Now i have a new problem, with full choke it will idle on its own, but when i release the choke and/or open a little throttle it will die, and i have a vacuum leak somewhere which is needed for the air gas mix to reach the motor. I don't know where the vacuum pump is.
