I have 01 quad I do not think the battery is charging right.I have the one ground that charges the battery off an my meter shows it's putting out14.17 or .19 when I give it gas it go up to 14.20 or .23 my head lights stay the same

As  long as the  battery   is fully  charged the headlight isn't  going to  brighten  when  you rev it  up.The  voltage  readings  are   right for  a  charging circuit.

thanks a lot I ask the dealership about will it run with out a battery some do some do not is that true

Some makes of quads and other  vehicles will run  without  a  battery, but  not all . It  depends on the  make and  model. Like  cars  and motorcycles, many  newer  quads  are  going all electronic so  some of them  won't  run  without the  battery. I cannot  say whether  yours will  or  not .
