I'm not so sure that some chinese quads have the afr screw. I know my old one didn't. Do you know what brand the atv is?

i started out with a 1988 yamaha warrior,bought a brand new 1990 quadzilla 500 in 90,and then i got out of it for a while due to the fact there was no place to ride,and now own two yamaha 660 raptors,and hope to buy a yamaha 700 raptor in the near future

Okay then, I wouldn't touch the carb on those chinese quads though. It's impossible to find parts that you can replace

Yeah I try not to play around with my carb. I did that once and had to order a whole new one. Just try to adjust the choke? That could be your problem, I know the choke on my quads sticks sometimes.

I'd be careful if you think that there's water in the oil pan/gas tank. Had a similar problem and let me tell you it's no fun. Try to talk him/her down to about $500-$650. I wouldn't pay anymore than that for a 95 in that condition. You mentioned that the fenders were in good condition? That's always a plus. Very hard to find fenders for an old machine that won't run you about $300 D:

Yeah, try to keep water away from a foam air cleaner. If you own an air compresor, just blow some air on it to try and clean some of the gunk off of it. but yeah, i've used water on an air filter before and that was a hugeee mistake

Well, I got my first ATV when i was 11, it was a SunL. Chinese junk. Since then, I have picked up a 93 Blaster and a 95 Kawasaki Bayou. Both very nice quads.
