It's where the frame had got damaged before and welded I think who ever welded it didn't do a good job and water was getting in. When I started taking it apart a lot of parts are used replacement they have dates marked on them and their are more signs of a front hit.

After I got it all back togather on the frame I bought the plastics even fit better I thought they were a little buckled looking before and they were. I didn't know my stuff I learned as I went. I worked on cars for years so I know having an automotive repair background helped. The replacement frame was an almost complete quad minus wiring & plastic. So I took it apart first.
