    It sounds to me like a float issue still and I would probably open the carb and check the float movement. Even though you say things were rebuilt, you may want to open it up and check movement. These carbs are prone to leakage and it usually is from the float not adjusting properly.

At $3k it sounds fair, but I would do some research on the display if you want it to work and what that would cost. Use the search bar on the top right. I found a few topics you may want to read.

    Isn't that the way it is designed to work? It's based on engine rpm. At idle it will come out very slow.
