It is the hot time of the year, but that thing shoudl be able to stay at operating temparature and not have teh fan come on 75% of the time. That's a Four-stroke, V-twin, liquid-cooled, SOHC, four-valve? I woudl check the coolant condition and level. also the oil level. Oil and coolant are what keep that thing running cool. Maybe it's time for a coolant flush?

Welcome aboard Nate! There's no dumb questions...we're all here to help each other and share the one thing in common...ATVs! What year is that Twin Peaks? A 700 is a big first quad! Kudos to you for starting on that one.. I started with a Bayou 220, then Kawasaki 450, then King Quad 700... Got any pics of the machine?

I had an issue like that once with my Yamaha and it ended up to be the carb..actually corroded float lever. The float was getting stuck, hence not getting gas... You may want to take the top of the carb apart and check that float.
