Its OK in a bind, but long term I go with the dielectric. It's silicone vs petroleum jelly.

Dielectric greases work the best on connectors. Vaseline isn't good for plastic connectors, over time they make the plastic brittle.

Are you saying starter motor is stuck? Did you try tapping on it with a hammer? I believe that's it in the picture. Easy access, looks like you could take it off easily. I would start by making sure both motors turn over easily.

Sounds like air in the cooling system. The thermostat should be changed if your doing the cooling system.

Sounds like your float may be messed up, is this new to you or have you had it for awhile?

Is the replacement carb oem? Or china brand? That might be what's wrong.
